I think the answer is dedication. Whether to Harmony, or a Kingdom, or Edge itself, you need the desire to shape yourself into a weapon that no mindless beast could develop.
You also need to not be a complete chump at it though.
I once more campaign for possible loot and minimal suspicion without handicapping Velvet. Disregard one additional Bureau Lore, avoid political headaches, and lay claim to what rewards there may be.
