since the entire plot is about one character liking a second character, it's sort of has to be a romance by induction? I mean I guess it could be like a background skit in a "real robot" anime dealing primarily with how war makes us dehumanize each other, or something

I thought about using the Bakemonogatari series as an example of "just because something sparks a relationship and a story, doesn't mean it needs to remain the most powerful part of it", but then again Araragi seeing Hanekawa's panties does set the theme of the series and...most of his relationships with females throughout it.
