Meanwhile, the proper stewardship of the biosphere would require the limitation of vast externalities born of their industrial practices, which can be utterly avoided by not having a biosphere to begin with. Their quality of life is actually lower in natural biospheres because they have to reduce their productivity in order to preserve said biospheres, and because they have less control over things.

My SI!Commander, Nu, essentially fulfills those requirements. Her MO in already inhabited systems is to take Venusian planets as her main base and develop deep underground. When given her own system she chose the next planet out from the Garden world and developed there keeping the garden world as a nature preserve.
