No, best eevee trainer is someone covered in affectonate eevielutions without regard for how many of each type or statline.

In some ways, I'm more concerned for the eevees that are chosen for the active battle team. If only they could have peace as well.

The answer is clear. The trainer must open an eevee petting zoo. With big, fancy playgrounds for the eeveelutions, and ways for them to show off outside of battle.
