And the Rinnegan is just a Sharingan that's regrown one of the metaphorical balls it's lost since devolving from the Rinne Sharingan in Kaguya's head, the eye capable of the infinite Tsukuyomi.
Because the Sage's blood divided between his sons so that the eye powers went to one son, but the body powers needed to use the eye powers completely went to the other.

And one of the pure spaceman descendants of the guy who sired the ancestors of the Hyuugas is living on the moon, the last remnant of a branch family that decided to watch earth for a thousand years and then drop the moon on it if they decide people are using chakra for evil. He tried to do it. He's now very sorry about that, and won't be trying it again.
