Piccolo wasn't on earth (being deep underground for some reason, he was /in/ earth), Popo was exempt, but otherwise every earthling, talking cat, talking pig, flying talking cat, talking turtle....saiyan now. If they have personhood and were on earth, they're now a biological saiyan.

I guess it's something Vegeta does, pissed to high hell about someone pointing out just how little his 'Prince of All Saiyans' thing means, especially since he'd be the king of all Saiyans at this point.

While cool, unfortunately wishes that affect others have to be consensual iirc so it wouldn't work unless everyone on earth agreed and wanted to be a Saiyan.

it's more the logistics of it, if you word the wish for EVERYONE to become a saiyan then you'd have to somehow confirm with literally everyone on the planet that yes they totally want to be a saiyan or it'll fail.

Maybe some massive coordinated census questionnaire thing so that you can instead word the wish as "everyone on this list becomes a biological Saiyan with their tail cut off"?
