The nation runs on the fact that the entire exported quantity WILL sell, so they can sell it to foreigners at whatever rate they want to.

Internationally condemned for their exploitation of the basic human fears of foreigners to sell the water of life they pay almost nothing for (their citizens only have to pay the cost of pumping it out of the ground, but water bought that way can't leave the country), they're beyond reproach because of their control of it and very powerful, well armed military.
