Basically, ever since people started sealing them, they've been splitting off fractions of them, dividing them into active and passive halves with opposite gender alignments, ETC. The Kyuubi was the only completely intact one until Minato finally split it during the attack on Konoha, spreading it between Naruto and an OC twin sister.

As a result, they're all somewhat weaker, for the most part, or otherwise divided in to yin and yang, or both. There's also a bunch of smaller demons in the world, born from fragments that've taken on lives of their own, and even demons born when a onesided (yin or yang) fragment of one demon merged with a roughly equivalent one of the opposite type, from another demon.
