I have suspicions that the materials were obtained in means that left them unable to pay for Shinobi. Frankly, the bridge must have cost more then Kakashi would have along with a team of elites for... like... a day. Less then that. Killing Gato ain't hard.

Formal ruler of wave bankrupts himself getting them materials to build the bridge (which in the long term has even more benefits than /just/ getting rid of Gato), they can only scrape together enough for a C-rank after that.

Also explains why they didn't do it in the reverse order. Hiring Ninja first leaves them up shit creek with no money, while hiring them second, while a gamble, ultimately paid off and they got the pie and ate it too.

In fairness, leaving a half built bridge as a monument to what happens if you cross Gato is one hell of a fear tactic. Gato may have been trying to play the long game.
