The White Chakra bloodline trait is a chakra condition carried by the Hatake clan which results in totally blank, generic chakra at birth. So long as the possessor doesn't fully push themself into an attempt to use a technique requiring a particular chakra type, it stays this way.

But as soon as they first push an attempt to use, say, an elemental jutsu, it imprints on them, and their chakra adapts perfectly to that type of chakra transformation. Essentially, they create an affinity. The second time, a merely decent affinity for that thing is created. After that, any effects are negligible, but the chakra remains white in signature.

Kakashi's first adaptation was to lightning, and his second...was to Obito's sharingan. It's the only reason he can take enough control over the foreign eye to use it's mangekyo form. The Hatake were never particularly trusted among other clans, on account of the white chakra.

After all, it meant that if they stole the scrolls for some hiden, or stole a bloodline body part...they could raise a child as perfectly adapted to using it as the clan it came from was after long breeding programs and training.

The clan had to give up all it's stolen materials (of which there was a decent, but not great, amount) in order to join Konoha. At least, all the materials pertaining to clans /in/ Konoha. It stands to reason that those who knew other clan's hiden were forbidden to spread their adaptation by teaching their kids.

As to how Danzo can use Shisui's mangekyo without being an Uchiha or Hatake? The power of science. Also, the fact that it was a mangekyo when he stole it.

Of course, throughout their history...most Hatake have just used White Chakra to have full freedom of choice as to what elements they can use.
