Starts with a Bulbasaur, but the SI's cheat--"STRONGEST TEAM ROCKET SYSTEM"--lets the SI get a Volcarona (I don't know why some authors are so obsessed with it but then never use it outside of using it for hatching eggs), a Alakazam who only knows how to manipulate stonks, a Gengar who doesn't do anything, and an Aerodactyl.

Then Sakaki gives him a Gible, Lusamine gives him an Alolan Vulpix, Yellow (Adventures) gives him a Eevee--the System gives him a potion that lets the drinker have all the powers of its evolution, so Eevee is now Nine Types--and he finds a Squirtle egg and grabs the Togepi egg Misty was originally supposed to get.

Yeah, I don't know, the author tries to mix the show with adventures with some manga and stuff; Red's there, but he's like the Game version of Red, not even Adventures, so he's like hyper focused and competent... and Ash's cousin. Ash gets dumped on so much in this story, not because the SI wants it, but because the author thinks Ash is a moron in the show, early on.

And that's hilarious because the recent Masters series where Ash beats every other Pokemon Champion in the world with his shitty-ass team that somehow still has a Pikachu in it.
