I'm going to let the player's decide. Again while I have a pretty defined character arc for Inko, I'm still not one hundred percent sure on Mitsuki's so I'll have the player's help me figure that one out.

I kind of like that Mitsuki's a little bitchy and argumentative. I mean in a sea of shounen milfs that are meek and submissive, its a welcome change of pace. But unlike tsundere's she isn't abusive to the the protagonist and is still genuinely supportive and loving despite having a bit of attitude.

I like the idea of it being back and forth. Their both naturally competitive people and they both make bets they know they can't win, so they constantly push each other to be more degenerate despite deep inside knowing their going to far.
