I have no idea what Kachan's deal with Deku is in the beginning. If it was just standard bullying then the insults wouldn't be as personal as they were, and the fact he stays obsessed with beating Deku even before Deku get's a quirk tells me there's some else going on there.

I think on some level Kachan was angry that someone as obsessed with being a hero as Deku didn't have a quirk. In his mind being a hero meant being strong because only the strong can protect the weak, and in his mind someone as weak as Deku was almost insulting what it meant to be a hero.

Where as Deku focus on a desire to protect and self sacrifice as the meaning of a hero
