The interesting thing about Naruto is that, buried deep underneath the naive optimism is a core of a really insecure and lonely kid. The whole reason he wants to be Hokage is because he wants people to respect him, because in his eyes if they respect him, then they'll love him, and then he finally have that family he's spent his whole life chasing.

So ironically if Naruto slowly become more mature and emotionally stable, thanks to his relationship with Tsuande, then he's not going to be as loyal to the village as he was before. Fighting for the village when your by yourself is easy, but if you have a family at home are you willing to sacrifice them for it. And on a deeper level are you willing to let your kid get treated the way you've been treated?

For Naruto he's never had to ask himself these kinds of questions because he's never really had a relationship that wasn't based on being a ninja. Throughout the series the only person in his life to really reject the village is Tsuande and if the two get closer and they start to open up to each other about there insecurities and fears, then that opens them up to some interesting character development.
