Maybe. I'm thinking also that The fox is trying to control Naruto but can only influence is emotions slightly and lust is an easier one to create since Naruto and Tsuande both have so many repressed emotions.

The foxes doesn't hate Naruto, he just doesn't want to live inside the kid. He wants freedom and to not be a tool for the villages to use, and while he would definitely feel bad about it, he's totally willing to kill Naruto to do so. The problem is since thanks to Minato the two are basically fused together, the only way for the fox to get free is if Naruto releases him.

The fox definitely goes through a big character arc throughout the story, and in the beginning is a bit if a jerk. But it makes sense he was supposed to be the protector of mankind and instead he get's enslaved to fight in it's petty wars.

What will Tsuande raising Naruto do for his beliefs and approach to life?

Naruto will be a little more cynical and independent. A little smarter and more resourceful. having someone love and care for him and openly mock the village is going to leave a long lasting impression on him. its going to plant the seed of an idea, that he doesn't need to be Hokage to be loved or respected. Probably doing more damage to his loyalty to the village than Danzo or Orochimaru ever could
