Basically, but as multiple characters have said in the story already, it is getting better. Heroes, as flawed as they are, have been doing good. With the new era of peace there is time to fix the damage and make things good for everyone, the issues is that nobody wants to drag up the drama and pain from the past so those issues are being left to fester and get worse.
That's just the tip of the iceburg. You've got prosecutor's trained to get a conviction no matter what. A legal system that thinks in terms of punishment and not rehabilitation. A hero system that focuses more on flashy powers and marketing rather than detective work or search and rescue.
Police officer's being underfunded and under appreciated slowly getting replaced by heroes despite doing a bulk of the infrastructure and paperwork behind arrests. Villian's being demonized in the media and witnesses being pressured to give guilty sentences by the public. A lot of issues like that, which are simmering below the surface.
I liked to think UA is special in that regard thanks to the influence of its teachers, but in a lot of other school's their training is not nearly as well rounded.
But yeah, think about it. If you have a villain that was on the news the other week fro getting his ass kicked by All Might, are you realistically going to listen to the arguments and ideas presented by the court, or are you just going to label him a bad guy because he had to be one if he was fighting All Might and give him a guilty sentence.
That's one of All Might problems. he so insanely popular anyone who goes against him or criticizes, even for entirely legitimate reasons, imminently has a legion of fanboys calling for his blood. And that hero worship has spread to a lot of other people and makes having a fair trial practically impossible for a lot of people.
Its not about right or wrong its about the right to a fair trial. Jeffery Dahmer was a monster that was literately caught with body parts in his fridge and yet he was still given a trial, why? Because if you don't give a trial to someone, then the police and the courts don't have an incentive to do their jobs correctly.
Do you how many stories of cops planting on someone when they pull them over have come out? And they get away with it because a lot of people don't ask questions when they should. And not even the fear of letting an innocent person go to jail, but if you don't treat everyone the same no matter how guilty, you create holes in the system that people are going to take advantage of.
Even if your a villain that was bad enough to require All Might to stop you, you still deserve your time in court. because if you don't then you set a precedent that if a hero is popular enough then they don't need courts to send you to prison and that's a very dangerous idea.
