EMS's, I suppose, wouldn't be generated by this system out of a taboo that runs back to the belief that Madara /stole/ Izuna's eyes, even if the event isn't recalled, since nobody knows of the EMS: Literally any other Uchiha else gets priority over someone who was irresponsible enough to blind themself (or close enough) via use of mangekyo/the forbidden sharingan techniques. Can't waste the eyes.

And with the general scarcity of mangekyo eyes, those that keep their vision to be passed on don't ever make their way to those who've had their own mangekyo.

One wonders if an EMS can be created by giving an Uchiha who hasn't awakened their own Mangekyo a pair of Mangekyo Sharingan.

For that matter, if the recipient hasn't awakened their own eyes, could they actually use another Uchiha's?
