I mean even in Canon, Thragg was trying to get every Viltrum a harem of human's to bred with. And i do like the idea that ever since the plague advancements in the slave modification has been almost entirely around breeding, it fits with Viltrum's desperation to save their empire and how Thragg has destroyed the pride and power of the former clan systems and instead broke them down to the lowest level.
Just with the nature of their genetic engineering, men and woman are equally powerful so there is no such thing as gender roles and it was actually something Nolan took a little while to get adjusted to on earth since he didn't understand it.
So, thinking here, what's his relationship like with the bat girls and Tim and how does it start to change as the war goes on? and with the war, Viltrum using spies, armies from conquered worlds, alien mages from spaceeee
I was think that Viltrum would have or at least used to have a few standing armies made up of commanders which are half Viltrum's born from slaves, that don't have any powers. The incentive being if they proof their strength and get adopted in by another clan, they increase the chances of their children being full blow Viltrum's and having powers, with Thragg being an example of this.
No powers in a land of cybernetics, psionics, mutations from labs, power armor, laser guns, Chi, and mage craft. Embrace that comic chaos.
Thragg is the irony that keeps on giving.
And Thragg ironically severally weakened these armies by not only destroying the clan system, but by heavily increasing the already present discrimination against these so called half blooded Viltrums. With the armies themselves, being made up of of formally conquered people being severally reduced and weakened.
With the multitude of technologies they had available, your list covers most of them, these so called slave armies used to be incredibly formidable with some of the stronger warriors even being compared to Viltrum's themselves.
But not just Thragg's "reforms" a great many of Viltrum's best and brightest and brightest were killed off in the plague and you combine that with the sanctions and audits over genetic engineering and weapons by the Green Lanterns, that by the time Nolan is active on Earth, Viltrum is struggling to maintain their present technology and infrastructure, let alone improve it.

Now bat family, how are they with Mark and Clark and Mark's relationship. From there we can plot more phases of the story and how it advances. Like the big drama of how earth shall manage to survive a multi planet empire invasion. High, high stakes.
Yep, I'm trying really hard to show that as dangerous as Viltrum is, it's a shambling corpse from its former glory filled with egomaniac's that want to keep the war going even if its killing them. Or like you said the stereotypical fascist dysfunction. lol
Mark, Jason, and Dick are all pretty close friends. Dick because their both the more so-called "normal" one's of the family. Notice the quotation mark, the reveal of who Mark really is comes later. But as close as Dick is with Mark, he's starting to get distant. Firstly because he's no longer robin and has move away to establish himself as Nightwing in another city.
Oh I love the idea of people think Mark will become like the new Superman and Dick the new batman and it sours over time as Mark's vilturmite nature grows and grows
But secondly Dick dated Barbra for awhile and they had a pretty nasty break-up after he cheated on her with Starfire. But even before that Dick was always a little jealous at how close Barbra and Mark where and especially after the break-up, tension is running a little high. But regardless, Dick is able to keep his feelings under control for now and is still close friends with Mark.
Jason and Mark friendship was a little different. Jason's a street kid with a heroin addict mother and no father, and Mark's grows up in the suburbs with a loving perfect family. Jason for awhile had a pretty big chip on his shoulder and thought Mark wasn't treating this seriously and only got Batman to help because of who his dad was. But Mark knows how to take a punch and Jason over time really respected that.
