For root Ninja's as a whole, most of them are better trained than your average Chunin, especially in counter intelligence and stealth, Plus thanks to some human experimentation and very brutal training a lot of them are pretty hardy and can take a lot more of a beating than their rank might imply. But, I do think you need something bigger than Naruto's power to act as a stick for why the Ninja's will go with this peace thing.
