But what I love the most about Warhammer, and the big reason I dislike the huge focus on the Primarch's, is the scale. Do you know how rare it is for a Sci Fi setting to have armies in the millions? The clone wars in Star Wars were fought with only a couple million. Do you know how refreshing it is that whole planets getting lost are seen as a roadblock in a campaign and not the end of the world?

Planets fall. Fleets get destroyed. Billions of people die, and it's only Tuesday for everyone involved. It's a Sci Fi setting that makes its wars feel real. They are drawn out, slogging messes that takes something from everyone. There are no plucky rebels or a super genius that automatically wins the war with zero casualties in one dramatic swoop. Just a grinding fight everywhere.

I like the primarchs as epic hero and tragedy characters but see your point. So Charlie on cyberpunk gang world where the local imperial system has failed and the more evil cults are converging, she is called in as a savior spirit from a desperate populace

It's why I hate the Primarchs, because I think having such powerful figures roaming around with this ability to single handedly fix or fuck up everything around him, directly takes away from the feeling of war. Of being a very small cog in an impossibly sized machine. Of every victory feeling hard fought and desperately won. Of wars having a tangible weight to them.

But back to Charlie. I'm debating between the bottom of a dilapidated hive or the outskirts of the city, on the edge of being attacked. With the attackers specifically being the Tyranids, just to give Charlie a little bit of breathing room. Because these are bugs thats only purpose is to eat and grow more. They have zero souls or emotions and Charlie won't feel any guilt or hesitation in killing them

Since if the enemies are chaos, and they are one of the smarter cults, I think Charlie with zero knowledge about the setting and the rules it plays by would be easy pray to manipulate into a trap and I want to give her at least a little bit of time to settle in and grow in power and wisdom before that happens.

I like showing off Charlie at start as this terrifying demon form and having her go to her normal self after she deals with the problem for a tonal whiplash

I like Space Marines, but I like the version where they are shock troopers and special forces, who can and do die frequently, desperately trying to hold the Imperium together more than invincible killing machines. But it'll be 40k directly, I just won't name names and do my best to avoid anything canon or named characters. This is Charlie's story not theirs.

And you know the advantage of doing it that way? You can reinterpet, redesign, and if you keep doing that, you'll get a original setting over time to use.

Wait, don't have Charlie kill the bugs. Vaggie, have her go fallen angel of war and slaughter them. Make Charlie appear kind and healing, play up her purity. So when you do have her other aspects show its a punch and slap and boot to the face

The natural position of a hot daughter. And Vaggie dressing up as a sister of battle. Could do some cool shit where Chaos daemons are summoned by cultists but Vaggie is a demon serving Charlie, a greater daemon of Charlie

There will be plenty of bugs for both Charlie and Vaggie to kill. This is a full on Tyranid invasions, complete with a hive fleet in space and a complete shutdown of the warp around the entire system. All the leadership of the planet? The inquisitors, the planetary governors, the nobles, the priests, the cog boys, they evacuated weeks ago. All that's left is the desperate and poor begging for a savior.

The lack of leadership, gives Charlie free reign and a way for the cult to naturally spiral out of control. Again if this was normal 40k she would've had the inquisition on her ass in a few seconds and she wasn't going to win that because wouldn't go in guns blazing. She would tried to negotiate which would then lead to a null or anti psychic trapping her. Again gives her some more breathing room.

A null trapping her leads to Lucifer and Lilith getting involved. I am not talking about power scale and feats vs nonsense. Storywise, Lucifer is the King of Hell. There is jack shit the inquistion can do if he gets angry. Same for Lilith

I do agree about Charlie being powerful enough to stop most 40k psykers. My idea is that she's less a normal breathing being and rather one directly tied from the warp, like the Emperor or the other high end powers of the setting. Of course she's tied into her own universe and thus doesn't have to fight with Chaos for power. But Charlie fighting means opportunities for her to interact with 40k goes down.

The fun of the idea isn't power scaling. it's seeing how someone as kind hearted and pure as Charlie deals with the shit show that is 40k, and to do that she needs to be at least friendly or powerful enough the Imperium is willing to negotiate with her. Hence the set up, where a leadership void will give her time to establish herself.
