I like Space Marines, but I like the version where they are shock troopers and special forces, who can and do die frequently, desperately trying to hold the Imperium together more than invincible killing machines. There will be plenty of bugs for both Charlie and Vaggie to kill. The lack of leadership, gives Charlie free reign and a way for the cult to naturally spiral out of control. Again if this was normal 40k she would've had the inquisition on her ass in a few seconds and she wasn't going to win that because wouldn't go in guns blazing. She would tried to negotiate which would then lead to a null or anti psychic trapping her. Again gives her some more breathing room.

A null trapping her leads to Lucifer and Lilith getting involved. I am not talking about power scale and feats vs nonsense. Storywise, Lucifer is the King of Hell. There is jack shit the inquistion can do if he gets angry. Same for Lilith

I do agree about Charlie being powerful enough to stop most 40k psykers. My idea is that she's less a normal breathing being and rather one directly tied from the warp, like the Emperor or the other high end powers of the setting. Of course she's tied into her own universe and thus doesn't have to fight with Chaos for power. But Charlie fighting means opportunities for her to interact with 40k goes down.

The fun of the idea isn't power scaling. it's seeing how someone as kind hearted and pure as Charlie deals with the shit show that is 40k, and to do that she needs to be at least friendly or powerful enough the Imperium is willing to negotiate with her. Hence the set up, where a leadership void will give her time to establish herself.

But onto the cult itself. I don't have fetish planned, but my general idea if Charlie learning what sex feels like and growing addicted to it, with the end goal being her entire cult of thousands of people all surround and worshipping her body.
