    IIRC, the Four Heavenly Kings were at least heavily implied, if not outright stated, to have been Prince Endymion's best buds squad in the Previous, Far Past Before Time. So yeah, presumably Zoisite got the short end of the corruption stick even compared to his peers.

    The Outer Senshi (Saturn, Uranus, Neptune, and Pluto) were introduced in the second season. One presumes at least Haruka (Uranus) and Michiru (Neptune) would break cover sooner given end of the world, but who knows?
