Think of it from the perspective that Misaka is more interested in using the local tech to give her a AAA equivalent that will allow her to stand on Touma's level.
Acqua and kanzaki are mostly who I'm thinking of in terms of Fighters that simply out class him, but that's the point really, the sort of opponent Touma will have issues with is one who is hyper-focused on direct combat Fighting moves.
The issue with Touma is that for all that he wins his fights by punching opponents he gets hard stopped by someone that stronger than him physically. In pokemon terms he'd rely on nerfing his opponents Special attack/defense and then hitting with his strongest attack.Though that'd be an HM...

Ehhh 50/50. For a comparison between manga!Mikoto and anime!Mikoto. In the Manga Mikoto was perfectly willing to ignore the bank robbery from early on and only got involved after one of the robbers knocked her crepe on the ground. In the anime she got involved after one of them kicked Saten.
Based off the fact that both know about Magic I'm going with post-canon, probably not that far post-canon but Misaki didn't know about Magic till very recently
