Forums randomly unavailable on a specific device for no discernible reason

On PC, getting stuck on the 'Page could not be loaded' stub, then after some time the site loads fine. At the exact same time, using exact same net access, I'm getting in fine on the phone.
- Other sites work fine
- JavaScript is permitted for QQ
- Clearing cache and cookies makes no difference
- Changing and flushing DNS makes no difference
- Rebooting just network adapter or the whole PC makes no difference
- Persists in Chrome, Edge and Firefox, including fresh installs
- I can ping and tracert forum.questionablequesting.com without an issue, but the site won't load

Thoughts on what else to check to figure out the cause?

You could also try doing a verbose curl, too.

At the same time it works fine on all your other devices including stuff connected to the same network?

That is weird, try the curl, but this sounds more like a Windows problem or fsr less likely some sort of WAF temporarily throttling you because it does not like something about requests coming from thet specific machine, dunno.
It is fsr fetched but have you checked any anti-NSFW software like the various AVs or firewalls that might prevent naughty material.
Also did you check your speeds with okta.
