Was the "English - 12 Hour Clock", and "English - 24 Hour Clock", made specifically for this forum? Because I've looked all over the official XenForo community forum's resources threads, and I can find no such language addons. For XenForo 1, and also XenForo 2.
 
I believe they were.

"Language" here really just means "locale", which controls both the language and various things like date and time formatting. Creating a new language/locale entry is the easiest way to customize time stuff.
