Maybe I'm just dumb and lack reading comprehension, but I have a question about this section and I figured it'd be better to be safe than sorry.

  • Multiple accounts for the purpose of disassociating NSFW works from a username known across multiple sites is also not permitted.

Does this disallow people to have a 'nsfw username' that is used only on nsfw sites?
IE: AppleKid is the username of Steve when he writes sfw fiction on other sites. When he joins QQ he doesn't want his accounts to be connected so he has his username be OrangeKid instead. Steve only registers OrangeKid on QQ, and thus doesn't have multiple accounts on QQ. Is Steve breaking rule 4?

Not in this circumstance.

To use your example:
If Steve were to use two accounts on QQ - 'AppleKid' to associate themself with their other-site personae, and 'OrangeKid' to post NSFW materials that Steve doesn't want associated with 'AppleKid' - then Steve would be breaking Rule 4.

Basically, Rule 4 is all about alt- and sock-accounts, which are banned and will get you banned if you're caught using them. The NSFW aspect you quoted forms an FAQ-like response to the question of whether wanting to have SFW and NSFW accounts on the same site would be a good enough reason to break Rule 4 - which, for the official record, it's not.
