Just a question...
How sure are we that bubbleman was actually attacking the sunken city?

In the scene, the octopus-thing was attacked by units Wily had categorized as its own forces. It also surprised Wily that the thing was apparently surprised of the volley.
Maybe the reason it was surprised was because those where actually Bubblemans' allies and they managed to strike through without it expecting it?

Did we see Bubble obliterate intentionally some soldiers or something?

Useless this has been specifically changed by the QM, the Mechaniloids should be just as infected by the Virus as the Reploids. That's how they reprogram and control the Mechaniloids in canon.

And here come Bubbleman who wrenched control of the Mechaniloids despite the Virus incubating inside them.
 
Hmmm looking at some canon robot masters at least one of them seems to be inspired by mythology, which actually opens up some pretty nifty sources for inspiration.

Some examples of mythological monster we could be inspired by.

The Hydra: My personal favorite the Hydra was a pretty nasty work with its regen and the lethality of its poison. If I remember correct at least one version of the hydra was strong enough that the hero who beat it needed help. I think that we could get plenty out of a master based of this thing, although it would probably be a tank more then anything else.

Medusa: Best known for turning things to stone this one is pretty self explanatory in my opinion.

Fenrir: One of the meanest wolves to ever crawl out of the human imagination this has the honor actually managing to kill Odin, not something to be taken lightly for sure.

Theirs more but I'm lazy so meh.

However you don't have to worry. No damage, thank goodness. You remove the chip and place into a protective holder.

Now that his mind is confirmed to be fine. You'll get to work on his body. Normally you'd not do this. But it's a chance to fix some mistakes you made during Bubbleman's original creation.

In what fucked up world was Treble a cat? It was a wolf, it very obviously looked like a robo-wolf; because Bass was supposed to be 'Mega Man, but better' so his robo sidekick was 'Rush, but better'.

[X] Hmmm... you know, Bubble Lead is a pretty slow weapon when it comes down to it. What if you made it faster, and more indestructible? A new soap formula would solve the indestructibility, but what if you could make the bubbles spin?

This robotic porcupine unit has its pair own pair of electromagnets built into its legs, allowing it to move unimpeded throughout the junkyard climbing over walls, hanging from pillars or lurking overhead to drop on unaware victims impaling them on its spines.

When paired with Crush-man the two can make for some intimidating combined attacks. Attaching Porcupine to its arms allows it to push or pull power through its spines, allowing it push or pull through dozens of points. Placing the Porcupine along its back allows it discharge its electric attacks along its spikes creating a wide area attack of dozens of arcing electric bolts.
