Chinese and American Naruto isekais with the idea that "ninjas should use their power to produce and stop being reliant on farmers/daimyo/etc" don't understand the postWW2 land reforms that made modern Japan gain rice self-reliance. Cooperatives consisting of many small, private rice farmers is the norm, not the giant corpo/government entities like in those countries. So it's a problem of interest groups, not culture
