Cooperatives consisting of many small, private rice farmers is the norm, not the giant corpo/government entities like in those countries. So it's a problem of interest groups, not culture

A non SI Prince Dion Lesage finds himself on the El Nido archipelago just before Serge begins his adventure. There's only two chapters, but a lot's already happened just in those two alone.
