A thought for why there's no 5/5 in military for any of 'em: 5/5 cannot be a contested position. neither Iwa nor Kumo can define the peak of military might in this era because neither of them is in the lead. Konoha's population is 5/5 because it has the most people. Kumo has 5/5 economy because it has the highest GDP.

Theoretically, 5/5 military is 1/4 stronger than either northern village, but realistically it'd be defined by the mere fact of a village being definitively stronger than their current power.
