Not at first, but in the process of fighting his father he took over a good chunk of Atlas and made a bunch of enemy's, so basically like Taylor from worm in that shit keeps escalating. So if there's a school for chi users and you specifically mentioned serving their countries, I'm guessing there's system in place to teach these kids how to control these new found instincts and maybe not be good people but at the very least have the self control necessary to be useful.
