Hero commission budget and influence has been getting pushed back a lot in recent years as their more drastic actions to keep the peace, such as having private kill teams and working with people like Robin, is no longer needed in a world with All Might protecting it. And the current leader of the commission is a reformist wanting to do away with the commission's violent past and embrace the new age of heroes.
But the leader is also a realist and she knows that in order for that to happen certain skeletons need to be buried for good. Robin's going to be givens mission's to hunt down many of these former kill teams and villain's the commission has worked with in the past, that they are afraid might speak out or reveal what they know.
With it also serving a secondary goal of also eliminating potential witnesses to the crimes Robin has seen and weakening the blackmails potential. Or maybe Robin will get herself killed hunting down very paranoid former paramilitary members. Both are good in the commission book. Because the leader's a bit of an ideologue and kind of hates that she's working with people like Robin.
Robin is specifically being targeted at people like Lady Nagant that went rouge or people that are speaking out about what happened. The one's who keep their mouth shut have all been given very generous government pensions and recommendations for well paid consulting jobs to buy their loyalty.
In a very ironic sense, the people getting killed are the most heroic and disgusted by their actions while the most villainous are keeping their mouth shut and accepting the money.
The funny thing about this leader, and a lot of this is canon, is her mentor the president of the commission before her was openly a corrupt piece of shit and perfectly fine employing villains to maintain the facade of heroes being effective when All for One was at his most powerful.
But she's someone who believe fully in heroes and doing the right thing, and is only able to convince herself to keep doing her work by telling herself its for the greater good and that she can eventually clean up the organization. Which she has for the most part, the issues is that a lot of people where really fucked over by them and are being told to shut up and never speak of it.
Which society itself is kind implicitly supporting as no one wants to relive the past and wants to only remember All Might saving the day. And tries really hard to ignore anything from back then. Which is sadly very realistic.

I never liked how in canon, All for One supposedly ran the criminal underworld and the government of Japan through corrupt proxies, and had an entire infrastructure built up of medical professionals studying quirks, alerting him of potentially strong ones so he could kidnap and take for himself, and cloning research so decades later he could build an entire army of cloned super-solider monsters called Nemu.
And All for One was able to do all that and no one had a clue who he was until All Might kicked his ass. I call bullshit. He's going to be a silent ghost who's influence is still haunting Japan even after his early retirement.
But onto Raven. Whoops almost typed Robin instead. Too many names with R's. Anyway, I like the concept of emotional clones. I think their cute and can be funny, but I don't like the idea of having to juggle that many extra characters when I already have a very full cast. I've seen to many fic's try to use them, even in very small doses, still get really confusing really fast.
So I want to include them and mention their influence, but I need it to be very limited and I need a way to do it kind of subtly, so as to not get lost in the weeds so to speak.
