Uranium isn't that toxic to be around. (Ingesting it is bad.) You can only really get lethal emitted radiation from it if you refine it and induce a criticality event.550 kg of uranium oxide, I'm no nuclear physician but I'm pretty sure that much in uranium in the U-boat is really radioactive toxic to the crews. Also, I don't think they can make much even with that amount, it's still early 20th century.
I'd also expect them to have taken at least some precautions to protect the crew; IIRC radioactivity wasn't an unknown at that point.

Germany by 1912 didn't want to make a war and Germany as only power tried to stop the war escalation. I strongly suggest anyone here to read The Sleepwalkers by Sir Christopher Clark. It shows very well the situation before the war. Indeed Wilhelm II. sent a last telegram to Nicholas II. to stop the mobilization, as the mobilization was also against Germany. He said, he was to mediate between Russia and AH, but he couldn't even start that. He just wanted a little more time. He never got an answer.

To many conflicting interests, imperialism is still strong and starting a war to get what you want is too strongly accepted by the general populace, therefore I conclude that someone or a group of someones will probably do something stupid.
