How's the elite 4 going to work here? Will he take Brunos place if he win's? I've never actually thought of this before but how does the elite 4 work in the anime? Because collecting 8 badges qualifies you for a tournament rather than an opportunity to fight them.
After collecting 8 badges you're qualified to participate in the pokemon league conference which is the tournament we see in the anime. If you win the conference you get qualified to participate in the champion league which is like in the games where you fight against the elite four and then the champion to acquire the champion title, elite four have also been stated to be able to challenge the champion for the title. It hasn't actually ever been revealed how one goes about acquiring the elite four title.
I have a feeling people are going to care more about Ursaluna than Mamoswine. Besides being teased with what they can't have, Ursaring is a lot more widespread than Piloswine and already considered a powerful Pokemon before the new evolution.
Giovanni can also just openly pursue Ursaluna too. Powerful new Ground Pokemon in his region when he's the Gym Leader of that Type, he needs no justification to be going hard at it.

What's good about this evolution is that it isn't that intuitive on how he did it. Especially if he waits a few weeks after the full moon has ended to actually reveal her new evolution. First you need the Peat, but then you need to time it right under the Full Moon. So yeah, I don't think people are going to figure this one out that easily. It will take a bit of trial and error for it. Even though Team Rocket has a hint of some of the requirements how many of them will think to do a ritual under a full moon? They might connect the dots but if they do then I don't think it will happen anytime soon.

Not in anyway that Brad has seen thus far I believe. If mega evolution, Dynamax, Z-moves or Terrastalization exist then that's maybe a way to temporarily boost their potential but I'm just guessing.
Probably the opposite, actually; Boosts their power, but lowers their potential to F- or a lower letter until purified. Because Shadow Pokemon cannot Level Up and any experience and EVs they gain in battle will be held until they are purified, at which point they will be awarded en masse.
Exactly this. While having access to mega/dynamax/whatever probably merits higher potential, Potential isn't level/power. An S rank potential at level 1 is still level one and will likely get stomped by a level 20 F-.
