Dear Force I struggle to think of how many Governors panicked when they read those requirements. A lot of cram courses were undertaken to keep their jobs. Courses they should have taken in the first place with this kind of work.
It wasn't easy, and to be certain it wasn't as though I'd replaced every single Governor. No, I started slow as all these things go, but it was progressing well. And as more systems gained better Governors, more systems prospered.

I'd done other things during that time as well. More industrial contracts both in and out of the sector. New infrastructure, using newly found coaxium as a major selling point. That resource was unimaginably valuable, and got me some very nice tax reductions from the Governor-General in exchange for selling primarily to local markets.
Combined with the other tax reductions Las secured, I wouldn't be surprised if people from outside the sector moved their assets and accounts to Myto. Las is unintentionally creating a tax haven and it is going to lead to a lot more capital available when the Empire falls and all those investors probably either flee here or get killed.
Both designs filled a niche in the current military. The Dreadnought-II was the complement to the Arbiter-II, the brawn to its brain, being heavily armed while maintaining some fighter capacity. Not to mention this redesign could work on older hulls, allowing for the shortening and cheapening of construction times.
The anti-Big Ship doctrine continues. Who needs battleships over a kilometer long for most duties?
The Storm Walker on the other hand filled the niche of heavy fire support for ground missions. The Mytoan Sector Army didn't use many AT-AT's, if any at all. They had become a rare sight.

If the AT-STs are removed or unavailable, that could easily be an entire ground force of just Mytoan designs at this point. Will really make Mytoan forces distinct from other Imperial remnant forces who just scrounge up older Imperial equipment.

I feel that when Las finds out about Luke Skywalker's serial to Myto Sector, his reaction would be more or less "nope, nope, nope..."
 
Las panicking over the pirates not attacking them during a pirate wave. Meanwhile the rebels in the background working in parallel with imperial intelligence to kill anyone who looks at the myth sector because it become one of their indispensable Funding and Supply points.
