Remember that the Nasuverse is a setting whose vampires can and do make the population of entire towns disappear overnight to feed their thirst for blood. Compared to that, the battles between Minaka and the governmental forces are fairly minor. ;)

But those disappearing towns aren't covered up by a single person, don't involve an attack by governments, aren't being hidden from the Clocktower itself and usually end with the Magus responsible murdered by Enforcers.

I'm not talking about magi. I'm talking about vampires (who, by the way, do presumably do their best to hide from the Magic Association, given that one of their highest-ranking members has vampire hunting as her favorite hobby).
 
Yes. But that is done very, very fast. Not in an entire city. Quite frankly, the head of MBI being the Magus can't work. Too public.
