When it comes to Izuku it makes plenty of sense that he didn't train to be a hero before All Might offered him his Quirk. It may have been his dream but ever since he was a kid he internalised that he could never be a hero, having it beaten inro him by literally everyone, so why try. He literally had no hope.
The moment his mother didn't say he could be a hero, instead just crying and apologising was the moment he lost any hope of being a hero, no matter what he did.
It was only All Might saying he could be a hero that truly ignited the flame of his ambition, giving him the drive to train and try.
Unlike us, he never had the context of a powerless hero. He never grew up with stories of Batman or Iron Man.
And you can't say he didn't work for it once he had a chance. During his training to handle OFA, he literally went Plus Ultra in his training, going beyond what his body was capable off in order to catch up to everyone, training every moment he wasn't asleep.
