From what I've seen in the MCU, not the USSR. Russian Federation yes, not the Soviet Union.
I'm honestly more comfortable writing magic that's a little darker than Doctor Strange and all usually are. It isn't really a factor bar the odd findings that you'll see, and it's more fun to write. The MCU isn't very grimdark in any case, so idk.Also more Lovecraft? Did it really need that. It's pretty exotic and dangerous as it is. Also hard to access consider the Ancient one is still pop a lockin.
There already enough of a barrier breaking into magic as is. Could be, I only read the comics that my dad had, and those were pretty hammy. I'll tone things down on that front, but expect at least a little deviation insofar as magic is handled - it may not as grimdark either. The setting that Strange operates in is pretty dark AND horrifying. It's just that Strange HIMSELF is on the absolute high end of power, and thus it's not 'dark' for him... at least, not until he lost a majority of his power in the comics.

Doctor Strange invokes Crom/Hyborian Age... ie Conan by Robert E. Howard. Lovecraft and the stories in his settings (along with his peers) have ties to Hyperborea.
And there are references of Howard's material in Lovecraft's works, just as there are references of Lovecraft's works in Howard's works.
So... when you say you'd like to have Lovecraft elements/crossover with the Marvel setting... it's not a crossover, you're actually playing it straight.
