Same. Why is this a 'salt generator'?
It's Mapo Tofu, a notoriously spicy dish from the Sichuan region of China, which is known for their spicy food. I think he's probably implying that it's going to cause people to cry from the shear spicy heat of the dish, hence it being a salt generator.
 
Not quite, this specific image is from Fate/Grand Order.

It's a gacha game and this is an extremely common sight to see whenever you roll the roulette, particularly when one is hoping for a rare catch, bringing about frustration and (usually) figurative tears to whoever receives it.
