Yea.
The thing is, if you watch the video, you see the trucks brake lights come on about 5 or 6 seconds before impact. It's almost like the truck driver was slowing down at the same time as all the other cars on the road. ;)
You'd almost think that someone ahead of everyone else slowed down, so people behind him had to as well, then after the person in front speeds up, the driver takes his foot off the brakes so he can start going, this prius (seeming without a driver (since it was the prius that hit, not the owner)) comes along and rear ends him.

In all actuality though, you can bet LEO's will FIND a reason. If nothing else, the amount of stickers on the back windshield would be enough to pull the driver over and search the vehicle.
I'm reminded of an old acquaintance. As a joke, he put some old Car-Wars kill stickers on his truck. Needless to say, he got pulled over a LOT, and scales where a nightmare from what he said. I only ever talked to him a few times, so I never learned if he eventually got rid of the stickers, but I honestly can't envision him having kept them, even as stubborn has he was.
