I think it means that the spreadsheet thinks no story is going to have more than 1164 points (so that Bait & Switch would have won if it was still in the running, even without getting a single point more).
[EDIT: just checked, and yes, that's exactly what happens - the predicted highest count is 1020. Might actually happen the round before if NSW gets unlucky.]

If this does actually happen, I'm going to petition Ack to count Bait & Switch as winning that round anyway :)

IIRC, his current job has some pretty long hours that's cut into his writing time, which is why we're not seeing that type of output from Ack atm.

For proof, just look at the dates on the threadmarks page for this thread, in many cases we were getting a new chapter/vote every single day.

Okay, the way it is now. I've just done a (commissioned) chapter of I'm HALPING!, and from here I'll be doing a chapter of Slippery Slope then on to Alea Iacta Est. That's when voting will renew.

With any luck, the chapter of Slippery Slope will be posted Friday, Saturday or Sunday. It won't be before then.

After that ... we shall see. There will be a chapter of Price of Blood in the works for August, and possibly one of either I'm HALPING! or It Gets Worse, depending on the whim of commissions.

In the meantime, I will probably be working on the novel. All them words I gotta brain on to the page.
