He's not constrained by his play here, he would have been if he'd actually followed through, which he might have had to if the Kree got serious, but they didn't.
If the Shi-ar get uppity, he can make a similar threat with another faction, if the Skrulls get to poking around he can threaten to go to the Kree, if the fire giants get grabby he can threaten to sign on with Asgard. There's enough factions with an interest in earth that Paul can use them all to hold each other off.
