With This Ring (Young Justice SI) (Thread Fourteen)

And the vote having to be legal was one of Orange Lanterns qualifiers.
I don't think it was?

"What if a world in the Thanagarian Empire wants to be ruled by me?"

"Contact me. I will visit and arrange a plebiscite. You'll need a clear majority, and in the case of worlds with a non-thanagarian population they'll need to be involved as well."
All he says is clear majority, and actually he specifies the non-thanagarians need to vote too (aka the lizardkons).

"You may have noticed that my thanagarian followers aren't here."

"They're attacking the Thanagarian Empire?"

"Something like that. Acquiring a new colony, since Alstair isn't ideal for them and I'm no longer limited to this system."

"As long as they're finished when you sign the treaty, that's fine."
Here he makes it even more explicit, as long as she's done before it's signed she's fine.

Don't let it bother you, it being the piss poor reading comprehension of other people.

So if I understand correctly...

Hyathis just took over the low population planet by importing a outside population and having the new majority vote to join her.

The planet happens to have the new source of nth metal.

The Empire just signed a treaty that they wouldn't contest stuff she manages to get to join her.

...

Yikes.
Nearly. The Thanagarian Empire imported the population and trained them as soldiers with the intent of having them be the force occupying Antares.

To quote Spike in Buffy the Vampire Slayer: "Did you forget that I hate you?"

A plebiscite is a direct universal vote.

As the Thanagarian natives did not know the vote was taking place it was not a universal vote.
