See this is why I was confused before about how well prepared he was to do this. He sold his position so well he can't realistically fail! If it was just taking advantage of government secrets and blatant attacks while the military couldn't or wouldn't marshall the other the fight back then yeah the JL would form and the ship could be the final boss fight.
