Technically, he is an independent contractor and legally unafilliated with her or the Gremory family. They are friends, but otherwise, there is no reason for him to support her. Now, a man like Issei needs no other reason, but that doesn't change the fact that he is a technically neutral third party. That's why the girls went to him to set up the meeting and why he is there at all. He is the leader of the third local faction and I'd thus also needs to be told to stay out.

We're not a representative we ARE the HEAD of it and are legally privileged to pass rules and broker deals for Demons-Youkai not Devils- and other beings that wish to be under our aegis inside the city limits. We have more of a reason to bud in then Rias does officially.

We are helping a friend. Rias wants to earn recognition for her own accomplishments. Let her have some instead of hogging all the glory for ourselves.
If she's willing to act, sure. If she's just going to stay out of it, then screw propriety--two girls are going to die, and Rias's ego is far less important than that.
So let her make that decision. Nothing says we can't support Irina and Xenovia on our own time once these negotiations are done. If they came here knowing that we can be the intermediary because we're the head of the yakuza then wouldn't we be another point of contact for them anyways?
Okay, no. This is outside the realm of what stunts make possible. We cannot conjure our pet ninja out of thin air just by arbitrarily claiming that she was there all along, that's up to the Storyteller to decide.
