I do have a thought for an omake but I'm not sure if it meshes with Taylor's power here and her latest discovery is a bit unclear about it's exact applications so I'll just ask; can Taylor harmlessly phase someone into something? Cus even though this ain't in the NSFW section, Taylor's power seems like it very much as some perversion potential and Lily/Flechette being around means there's perfect character to subject to Taylor's attentions.
The irony is that they didn't want to sucker Danny with the guardianship. What happened is that Piggot simply wanted Taylor out of BB since she was (and still is) a walking PR and legal nightmare, something that Danny who knows how bad is the Bay and being a little too shocked by the revelation of how bad was the life of his daughter agreed, and since Danny didn't want to quit his job they offered to take guardianship in order to make things easier for him and for the Protectorate (and fuck Taylor). The deal itself was originally reasonable, he gave guardianship to the local Protectorate (only in BB Wards are under direct PRT supervision) similar to the way boarding school's guardianship works and since Boston is an hour away he could visit during weekends, in fact it wouldn't surprise me that for important, not time-sensitive choices such as a costume final approval they would ask Danny permission as a courtesy (and to minimize legal liability).and wow, they really suckered Danny with that legal guardianship clause. oof.

Taylor on the other hand hated it, hated his father for giving her up so easily and most of all hates the Protectorate, the PRT and the Wards who so far have taken her dignity, sense of security, her home, her dad and her freedom so she was the one who contacted the local Young Guard advocate, and activated the protocols in case of abuse of the parents of a Ward which made the loss of custody a lot more permanent than either him or the Protectorate expected. Even then it looks like it is an administrative measure instead of a legal one so I bet that if Danny lawyers up, gets a green light from a psychologist and goes to family court to ask for the guardianship to be returned to him and even if the PRT/Protectorate want to fight the request (probably due to the YG rep forcing them to do so) its going to be hard since other than neglect due to his depression Danny was reasonably good at satisfying Taylor's needs while the Wards themselves are on some thin ice regarding Shadow Stalker actions, the lack of visible legal action against her, and the questionable choice of exiling the victim to another city, all of which are a significant conflict of interest that would normally prevent them from getting full custody of a minor.
That said, Danny is not doing that because the last time we saw him he was still dangerously depressed to be a proper guardian to a teenage girl with serious trust issues, much less one who can go through walls, to get the clean bill of mental health from a psychologist.
Nice in theory but CPS and the family court would be reluctant to attack a federal agency without proper evidence. They can and will attack Piggot management of the crisis and depending on the specifics of the probation agreement of Sophia the judge might request the BB DA to fill charges, but the Boston Office has done due diligence regarding Taylor and not broken letter or spirit of the law even if they have been trying to apply peer pressure on her.Frankly, even if Danny does sue, the moment Taylor testifies she's going to say something to the effect of 'This man already signed my life over to an organization he knew tried to kill me once already. If you send me back to him, who knows who he'll sign me over to next? Maybe he'll give me to the Empire to keep me "safe." If I have to choose between the PRT, who I know want me dead, and this man, I'd just as soon stay with the PRT. At least with them I am dealing with an unambiguous enemy.'
Now imagine how a judge is going to read something like that, especially with the PRT desperately trying to portray themselves as reasonable guardians, while their Ward is convinced they are trying to kill her in a PR approved manner. It won't end well for anyone, and I could see CPS joining the Youth Guard to try and get her out of there.
Worst thing the court will do is to deny Danny guardianship, based on his ongoing depression rather than him signing his daughter into a program that gives psychological and material aid to underaged parahumans, and maybe give it to a designated CPS representative to have a neutral party take decisions regarding the Wards.

And if she is asked to explain well... even keeping her identity out of it, Taylor could do a lot of damage to the Wards image just by making it clear that she she does not see them as anything approaching real heroism. Since we've already seen the press go wild once already, another story from "a new independent hero" that seems to show at least two parahuman youths don't see the Wards as heroes will make the tabloids, and probably local papers as well.I think that somebody's going to point out that Taylor is Heroing, and ask why she isn't doing it with the Wards.
And she'll reply "The Wards? No, I wanted to be a hero."
By the point that would happen Taylor would be over 18 at the earliest.The way I see it if, Danny jumps through the hoops needed to regain custody: i.e. Unfucks himself sufficiently to be greenlit by a psychologist. If Taylor were to give him a fair chance (reeeally unlikely) then she might approve of the results enough to take him back. Especially if due to the unfuckening Danny-boy sees that forcing Taylor into the Wards was a verybad™ idea and in regaining custody extracts her from the Wards as well.
Sadly I don't see this happening. Way to many points of failure to rebuild that relationship.

Like you said, Tattletale is primarily support, she figures out enemy weaknesses and tells other people where to hit.Worm as a setting in particular is missing an independents-advocate, and organisations in general that don't act all monochrome to each other, reason and logic be damned.
And of course the status quo is then justified by world-spanning conspiracies and multiple deus-ex machinas. My favorite is when the fact that all countries outside of USA (+a couple) are failed states is used to justify anything other than WB's biases.
Because as fun as it is to read Taylor sticking it up to the PRT, there isn't any real future or chance at change that will feel natural barring a lot of disasters. And so to move the plot beyond 'Taylor fights a villain every week and eventually ditches PRT' one has to introduce someone who reaches out to Taylor from outside the PRT, usually one of the well-known waifus, and fulfills that role.
For those wondering, when I say an independents-advocate, I mean someone who new capes can reach out to for tips without getting moralized to or doxxed. Maybe an established independent, maybe someone not a cape at all. Maybe someone who will sponsor and buy tinkertech products on the side. Some stories incorporate something like that, but most don't bother. But seriously, the idea that arising organizations like the PRT or The Elite could afford to be so draconian over what would be unique snowflake prima-donnas is no less insane to me than when I first saw Worm. This Taylor, like in many stories, is basically an 'insert a semi-sane person in a tragic situation into an insane world and watch them act'.
I just hope that whichever direction you go with, you don't fall into the 'You need get a team to do things' tripe. Because so many fics try to give that reasoning, and that only seems to bear out in practice depending on the power. A team can provide additional firepower, true, but it is also a huge limit on available approaches and thus makes the capes predictable. And that is besides some capes having to nerf themselves to not hit their teammates. The one thing teammates are good for is hauling your body out of dodge, but even that is half the time better served by paying two ex-marines to stand three blocks away with a stretcher and a pair of binoculars. (One has to wonder if there should be a strong society of cape mercenaries who only do the 'pull your body out when you fuck up under the PRT's nose' jobs, and generally just twiddle their thumbs from a safe distance while their employers burgle.)
And the Phase power in particular seems a poster child of a power that would lose more than she'd gain from a team. An Omni-directional approach, one of the best escape mechanics, sufficient offense. And I was going to add that she wouldn't even be able to pull her would-be teammate out of dodge, but no, without Manton's Limit she might actually be able to phase her teammate out of harm's way and... into a basement in they're in a house? Just stay there hunched over for a quarter hour until the enemy gives up? Sounds about right. Although thinking about it, if she can actually fully phase other people, it could actually be absolutely obnoxious depending on the team-up. Just take Tattletale on a tour through Blasto's lab and all of the Accord's holdings because why not at that point.
