There are no sane scientists in the Metroid universe. Sane people take one look at their potential peers, then decide they'd be better off in a different field. On another planet.
 
Let's see what powers he has: Super Saiyan, a Behelit, Mjolnir, Hollow powers, Sage of Six Paths powers, the Kyuubi, Sentry powers, Sharingan, the Hokuto no Ken, not sure about the arm bands, I assume the glowing thing in his chest is the magic crystal Aizen was going after, the green skin means he's a Hulk(so he has the bonus of coming back if you kill him), and a Red Lantern ring. Why go for Red? A White Lantern ring would fit the super OP angle the artist was going for.

The belt is for Marvel's The Sentry, and the bands are Legendary Super Saiyan Broly along with the pants & hair.
 
So he pretty much has to be a Jumper with fiat-backed power stacking then, or Mjolnr probably wouldn't accept him and the rage-based powers would conflict with Hokuto no Ken for sure, probably with controlling the Hogyoku, and I think Sage Mode as well, for a triple-action turn to stone/explode/reality explodes Bad End.

The number of missions in VC1 which can be cleared in less than three turns with only one character (Alicia = Best Girl) is, frankly, absurd. And that carries through the whole series. VC4 is pretty gratuitous, too.
