They're just illusions... it would require custom charms to give it corporal status.

If that's how you do it I don't see too much of a problem. It's the +1 WP per action that's likely to give us The Dead Prince.As for the spectral keyword (+1 WP surcharge to first spectral keyworded charm in a scene used outside of a shadowland/underworld) I'm going to sit on the fence on that for a little while.

This is the "temp" gear that she made for them before Leviathan, not the upgraded stuff.

A range of 50 yards/feet/something
An ammo of 9 (9 bullets in the magazine)
This is basically an abstract way of fitting a fire arms into exalt's combat mechanical system.
This is a bullet proof vest's stats;
Sturdy, manufactured cloth layers glued together absorb and disperse the impact of weapons, particularly small, blunt projectiles like bullets. The bulletproof vest is extremely common amongst police forces. They are light and flexible enough that they are not too restrictive, yet they provide vital protection during outbreaks of violence. Bulletproof vests are light armor.
It has an armor soak of +2 Lethal/+2 Bashing against general damage, and an armor soak of +5 Lethal/+5 Bashing against bullets. Meaning they would reduce the chance of being injured by even a heavy pistol to a single dice of damage (if no massive bonus is involved on the shooter side) but less so against other weaponry.
It has a mobility penalty of 0 (no penalty to movement or general action).
It has a fatigue penalty of 1 (meaning, it can get hot and such if you wear it all day in the sun and so on).
So... that's all very reasonable, yes?

A thin bodysuit with armored panels over the vitals. It is stylishly thin like a wetsuit, but not restrictive in motion nor does it get uncomfortable in the climate that is to be found in Brockton Bay from the "cold" winter to the "hot" summer.
It has an armor soak of +8 Lethal/+7 Bashing. (it's going to reduce a fair bit of damage for all sources of damage).
It has a mobility penalty of 0 (no penalty to movement or general action).
It has a fatigue penalty of 0 (you can wear it all day long or all night long).
At Leviathan...
A thin bodysuit with armored panels over the vitals. It will absorb a lot of damage. It can be further upgraded into a proper artifact, with an essence attunement cost and some sort of exotic ability appropriate for its artifact level.
It has an armor soak of +14 Lethal/+14 Bashing. (it's going to reduce a lot of damage from all sources of damage).
It has a mobility penalty of 0 (no penalty to movement or general action).
It has a fatigue penalty of 0 (you can wear it all day long or all night long).
