I don't feel that I have been arguing for a general nerfing. I think the main point of disagreement is that I was assuming slightly higher dice pools for highly trained opponents, as well as slightly better equipment. Not a huge difference, but enough that TDP would have to occasionally use active defenses, particularly if he was suffering penalties. Then we have to consider those nasty coordinated attacks... That said, I forgot about Heart-Stopping Mien, which makes this more difficult until they figure out how it actually works, and problematic even after that.
Much of this discussion is largely theoretical. The PRT aren't stupid, but neither do they have perfect knowledge. Realistically, the PRT is going to start with simple measures and escalate from there. So worry about containment foam and gas grenades, and don't give them time to aim or coordinate their attacks. Above all else, try to avoid fighting them unless we have the initiative and advantage. Ideally, avoid it regardless. That's just common sense.
One possible issue is that HSM is an extremely aggressive power. The PRT may not treat you with kid gloves when the trooper who demands you surrender keels over from a heart attack. Thankfully it will not actually kill extras outright until Essence 7, and hopefully not even permanently injure them. It will make them hate us, though, which could prove to be interesting.
TDP would be perfectly capable of taking over the family business with only what he has right now. He could probably hold it indefinitely, unless he gets too aggressive or tries to do something stupid like melee an Endbringer. But where's the fun in that?
