To the people pointing out all the upsides of the chakra arm, I would like to point out the obvious downside to making an arm out of pure chakra: namely that you are making and sustaining an arm of pure chakra. Meaning that if Mio wants to do anything with that arm, she has to dedicate a (likely very large) portion of her chakra to creating and sustaining it. Keep in mind that Mio has all the chakra of a typical genin.

Were Mio a jinchuriki, or if Mio had a way to quickly replenish her chakra, I would be all for the chakra arm. But as is, this is likely a path to repeatedly suffering chakra exhaustion and/or being unable to use big jutsus because it will make her arm crap out.
No, it won't cost us chakra to maintain. We would have to be expending chakra for that. This isn't expending chakra, it's literally increasing the density of the chakra inside/making up our chakra coils. You know, the place that chakra is when it's not being expended yet.

Canonically, that's not how Chakra works. I mean, it's not like canon cared much latter, but in the earlier parts of the series Chakra was generated as and when needed, rather than constantly circulating through the body.

And now I wonder how "split your chakra evenly between you and your shadow clones" works in that case. Or was that fanon? Probably been too long since I read Naruto.

When they say that what they mean is, you have a large reserve of Physical and Mental energy which can be converted to chakra. Everything else flows from that.

Grafted magic body parts in Naruto also tend to cause massive chakra drain, such as Kakashi's implanted sharingan.

The explainations were given are thus, if I'm recalling correctly.

The body passively generates a small amount of chakra at all times to keep its vital organs functioning.
To cast jutsu, you must create chakra by combining your physical and mental energies.
To cast jutsu, you must then mold this chakra through hand seals.
If you try to draw on too much chakra, you might dip into the chakra running your vital organs and die by depriving them of energy.

Also, note that we're shown quite often inexperienced ninja building up chakra with a handseal before casting jutsu, but rarely see an experienced one do so. Usually by the time they learn Tree Climbing the handseals start to fall out of use for building chakra unless you're reaching really deep.

In conclusion, to me this suggests that ninja are taught to constantly be molding and storing as much chakra as their body can handle at any given time so that they can use it at a moments notice. A kind of walking mediation, maybe? It becomes second nature through practice.

So it's a little bit of both, I think. You've got a store of chakra that you're constantly feeding, and this is what people sense.

I'm not really worried about chakra drain to be honest. Mio's external chakra trick gives her access to what's basically reserves far beyond anything normal, and I would bet my bottom dollar of her eventually learning to match and modulate her chakra to suit sources she's tapping into.

Cause if you look at it really what Mio does is use her own chakra system to manipulate an external and far more extensive network of chakra, collected from all around herself.

The Byakugan can see chakra being circulated in the body. If they only had chakra when molding it for techniques, the Byakugan wouldn't be able to see their chakra.

Sadly the reference is to the "can use techniques" claim rather than the chakra distribution claim.
 
I think the implication is that Chakra is always circulating within the body, supporting vital systems like a spiritual circulatory system, but in relatively insignificant amounts in comparison to how much ninja use. In order to draw out enough to use any sort of technique, more has to be forcibly generated from the reserves of mental and physical energy that ninja have and civilians, well, don't. Not in any real capacity.

When "chakra reserves" are mentioned, it refers to a ninja's capability to produce chakra from said reserves of physical and mental energy. I have no idea how that would work in conjunction with Bijuu chakra, but I can only assume it means the Bijuu have/are large amounts of physical and mental energy, or can convert the two at an extremely high efficiency rate, or mold chakra with a third unknown ingredient that catalyzes the process to produce much more than they really should be able to. Or it's just shounen bull.

Yes but she currently doesn't have such reserves as of yet, and the making an arm out of chakra would push her down that path more then the implant.

Actually since I am a fickle thing now it has a chance to win. Mostly because our shunshin discount trick relies on the external chakra coils so it might be posible to more or less teleport to the fist.Or move fast enough that its the same result.
The fact that it also makes it possible for missdirection sheningans when Mio doesnt go to the end of her arm and uses the Op external coils for it is just a bonus.

I like this a bit better than the possibly-edo-tensei-zomie-arm mystery box option.
 
Another reason to like the chakra arm. From our perspective, we know that it's clean. MIO isn't going to get any more warped or crazy than she already is, just because she has an arm of solid chakra. From the perspective of everyone around us, though, this is the thing that Bijuu do. Somehow we're turning ourselves into one of the horrible demons of legend. Sure, the jinchuuriki can do it sometimes, but when they're sprouting chakra arms, it generally means that they're at least halfway down the hill to "psychotically crazy" and picking up speed. Add that to the "demon Queen MIO" thing, and people start getting *twitchy*. Even better, since we're really still just as sane as we always were, we can *play* with it. We can calmly drink tea with it while acting like nothing's wrong (because nothing *is* wrong) whole the people around us are quietly flipping out. That right there? That's *comedy*.

Oh... and we technically still won't have graduated from the Academy. Again. Comedy.

On the flip side, demon arm? Other people looking at it will know about as much about it as we do now. There's a good chance that it won't be as easy to play around with because there's a good chance that there actually *will* be some costs or dangers associated with the thing. Also, a demon arm is an unknown, and they'll treat it as such, but the ninja world is full of wacky unknown things. A bijuu arm, on the other hand... people think they know what that means. They'd be wrong, but they think they know, and in Konoha, almost everyone older than *us* will have had reason to know it and fear it at a visceral level.

If it's unknown, then they'll treat it with caution and potentially fear at what can happen if they aren't careful. Also, we can actually hide a creepy arm with bandages and not lose any functionality, unlike the chakra arm, which is either on all the time and therefore sensible or it's not there at all.
